Press Fault XPE-03-4007

I have noticed that feeder 1 doesn't always come up on initial boot of the press modules. I end up having to restart the Xerox program and turn both feeders on and off sometimes to get it to come up on the boot sequencer. Could this be the cause of the problem? All of the electrical noise tests come up with nothing.
