I believe that your communication is NOT clear.
Try to LUBE the solenoid safety bolt, with Graphite !
You did mentione the cut button has +12??? must be +24Vdc, you must be sure of this and fix it. , if the voltage is +24Vdc, in the cut button, and the solenoid is Stuck, is TIME to replace, since the winding internal in the Solenoid must be Reheating( not burning) REPLACE IT by a new one, or Rewinding the safety bolt.
Of review all connectors for loose, broken wires, corroded, or bad contacts.
