polar 115 emc monitor cutting problem

My Dears
I have a polar 115 emc monitor cutter which has a problem in cutting as the knife and press stopped upwards and dosent come down either by pedal or cutting buttons and the screen shows an error message Locking valve 42 v faulty
would please :
explain what is the locking valve?
How i can solve the problem?

I want to know the service password for polar 137 emc monitor when I replaced the old battary the knife never work and the message is cut interrupted pleas tell me what to do .
