Assuming rollers are set correct, water and ink, check your water mixture. Read the label, start with recommended mix. Check your alcohol mix. Should be around 8 to 10 percent.
Also your inks cannot be too soft. Easy check put some ink between thumb and forefinger. Tap together and pull apart. Ink creates a string but it should only be half inch or so. If much longer viscosity may be to low
Maybe check your plate manufacturer and ask what fountain etch they recommend. Your mixture should have a PH of 4 to 4.5. 4.5 being ideal.
Run your water as low as possible. Set ink fountain as thin as possible keeping fountain roller starting at 30 to 40 percent will also help. Fountain roller too heavy will lead to too much ink requiring more water and so on.
