Why is the Delta E value low but the colour still doesn't look like the pantone target?

If correct screen values were not entered in pre press or press curve's are not considered . Delta means nothing

Well, your Delta a* (Red to Green) and your Delta b* (yellow to blue) are well enough off to present a visual difference. Do you know what Delta formula the measurement device is using? I feel like you should be a Delta E of 2.5-3.5 based on those numbers. At least using delta E 2000, DE of probably 6-7 using Delta E 86.

To get that value lower you need to be less green and you need to be more yellow. Maybe try bumping up the yellow a bit and see if your a* value moves at all. if not, you might need to come down in Cyan as well.

Or if it's a mixed PMS color, you may need to re-mix. or if it's it purchased Pantone color ink you can consult your vendor - or another PMS book. It can vary from book to book.

I know this post is 4 months old but.....
Most spectro's have a build in digital library of Pantone PMS color target aim values.
Measure the actual hardcopy physical chip, it may very different than the digital reference standard.
