Hi, can I know what is the difference between the Shine Chrome Cylinder & the Sandy Matt Cylinder? Is the Shine type is for fine printing? Where the Sandy Matt type is for packaging?

The "sandy" type as you describe, usually comes after the perfecta, in perfecta equipped presses. The sandy finish is a jacket, that gets stretched around the impression cylinder, and its purpose is to minimize the buildup of freshly printed ink, from the wet side, that is down after perfecting.
