Could you please tell me what i have to do when I need to adjust TVI at the same time to get Gray balance as follows: Highlight (25%) needs to reduce TVI but Midtone (50%) and Shadow (75%) need to increase TVI.

You must use RIP software and make ICC profiles for your Ink and after you always will have good result with gray and any colors. There is zero way for another solution.
