Does the same issue occur with cyan or magenta, or only black? Have you changed the black developer housing also?

To me it looks like the cyan drum may be failing. The first thing I do when there is a quality issue is to print a sheet which has blocks of pure cyan, magenta, yellow, and black running side to side on the sheet. Then you can see if the defect is caused by one color.
