90-3061 Transfer or Detack Dicorotron Shield Fault

First it is 09 not 90, we are going crazy, have replaced the wires, cleaned everything we can clean. Tested the wire and shields but can't pass the Discorotron shield stress test. Any thoughts?

any chance its a new paper? a foul paper transfer charge setting will do this.

if not that, follow cargo's link, and do a search for this very error. I went through it as well. Power supply...
