This code is the result of a malfunction of the parameters of quality, can be ETAC, BELT, box finds at last the moment you are doing the 951 it gives you a message in which the equipment component to this issue, verify that the message had been easier to solve.

Meesh48 , I know I already answered this in wiki but reposting sense it was moved here.
XPE-09-3167, indicates that during dC0951, the Center ETAC high target could not be determined.
Check the following DC131 NVM value: Station4EtacTimingSetupCorrection loc 14155.
If the value is not less than 230 or you are also geting XPE-09-3501 or 09-3502 faults. I would check the ETAC timing dc0911.
After that I would start to think there is something wrong with the cleaner.
I would have to look back but I think you said the Charge devices were dirty that makes me think of 2 things 1 the vacuum manifolds maybe restricted or 2 the Belt module isn't seated/adjusted right ie the gap for the developer housings is wrong.
How log has this machice been installed?
