Where do I begin

Hello! I am considering starting a small community newspaper with circulation of approx 20,000 40 page magazine (not glossy but newspaper feel) per week. I would like any input that you may be able to offer about an appropriate, affordable, press that would be suitable for this type of application. I am not looking for specific brands, rather the terminology needed to begin my search. I am very new to this but an excited about learning the trade. Also, if anyone has any cost estimates or approximations of what it might cost if I come across a suitable used unit it would be greatly appreciated.
