tower web press

we have a problem with our tower web press.
we just replaced the blankets on the press and checked/adjusted iron-to-iron distances on the press so that it would match our old solnas iron-to-iron, as i was told by tower manufacturers support.
the problem is that after the web goes through the 3rd section and into last the web has practically no tension and the image of the section is is running all over the place, and if added more web tension i managed to at least more or less stabilize the image but it still was running sideways all the time.
any ideas on how to get last section running correctly?

increase blanket packing under the top unit blankets or 'stagger pack' blankets from bottom to top units.

Just add some more tension to the web. More break effect with the unwinder (piv 1) and more drag at piv 2.
