For coated stocks (dull or gloss)
    Y-1.00 M-1.40 C-1.30 K-1.70
    Uncoated
    Y-90 M-1.12 C-1.00 K-1.40
Both should have 20% mid tone gain (50=70%)

    Dan,
I think the Op is referring to TIC or total ink coverage. This would be the maximum of all 4 colors combined. Industry standards on this varies due to unmentioned variables in the OPs question. On a decent quality, gloss coated sheet, with a skilled pressman at the controls I would caution on anything exceeding 280%. Exceeding this would be possible, but would require a good bit more caution with the job to avoid setoff issues. To exceed this I would advise a spray powder in excess of 35 microns and racking the job in small lifts. The use of an infared drying system would also be highly advised.
Now if your able, and willing to apply an inline aqueous coating to the job I see no reason why you couldn't run 300% or better TIC.
