Small Printing Business Question (California,US NAICS Code)

Hi Everyone,

I am new to printing business and plan to start the print shop by January 2019. I hope someone could help me to answer this question. Which NAICS code does my printshop fall into? The reason I am asking because the city's associate of where my shop is located told me that I need to apply for zoning, which is a commercial printer, and that It will take 2 to 4 months to get permit and up to $4000 fee. It doesn't sound right, does it? Thank you guys!
