Ryobi 524HX (1999), water form roller adjustement

I have trouble with adjustment of water form roller (8 on the included picture). The only way I can get the printing press to print is if I set the water form in such a way that it is always touching the fixed roll (one between 8 and 9).

If someone could give me instructions as to how to properly adjust it.
