Problem with Color on a Ryobi 524

Printing a palm card that has a color that is 100% cyan and 70% k. When printed it looks like a dark green similar to a Pantone 316c. The customer is looking for something closer to a 295 c but a little lighter. I have no idea why cyan and k equals a green and not a darker cyan/blue. HELP, please.
 
Which black are you using, there are two different blacks in the Pantone book, a mixing black, which has brown cast to it and process black which has a blue cast?
