Printmaster QM 46–2 diagonal registration

The first unit (feed end) isn’t printing square on the sheet. I am aware of how to adjust that. I press the appropriate button twice, the cylinder comes around and the clamp releases. I turn the dial and can see the tail of the plate move the direction I want. I start up but the image doesn’t move.
