Polar 92CE Knife not returning to top position.

Hopefully someone can guide me on this. Our Polar-Mohr 92CE is having an issue. After fully cutting through a stack, the blade only raises back up approximate 1 inch. Each time we have to hand crank it back to the top most position. I'm not sure whether it's from the switches on the back of the cutter controlling the blade or a problem with one of the boards below. Attached is a picture of the switches and "wheels". I'd appreciate any recommendations.

2) you must proceed by proof and error, since, the machine, has been touch it.

    It sounds like a cam switch issue. They might be slightly out of time or a bad switch.
