Polar 78 what does this part do

Good day,

A belt on our polar 78 was replaced and this sensor/device which has brushes on them was not set properly.

Can someone advise me what this device does and where it connects to.

That is your clutch commutator and brush assembly. The carbon brushes ride on the brass colored area.
