Polar 137 won't cycle at all

I was cutting when the cut was interrupted. When I went to cycle the blade by hand it will not lower to the cut position. It only moves down about an inch and then cycles back up. any suggestions?

 

Do not cut anymore!
First take a look if the shear bolt inside the connecting rod (connecting paese from the gear box to the knife carrier) is broken.
If the shear bolt is broken you can replace it. Usualy there is one in the tool box.
There are instrutions in the operating manual for this.
