Polar 137 Cutter

Dear All,
My Polar 137 Cutter can only cut once and then stop.
To solve this problem, I have to turn counter clockwise the flywheel in order the knife go to home position just a fraction of millimeter up and then it can cut again but only once. It happen again and again.
I would really appreciate to somebody who can help me solve this problem.

Hi sir:
1) Test the power supply Vdc first according with the schematic diagram, must be in tolerance 0.7% up or down

2) Some models has Knife Upstroke control , and depend of Voltages as I did indicated you before
