I have been reading up on printing technology and am still somewhat uncertain on things. I was wondering if there are other printing processes that exceeds or matches the quality of a 4 color offset press? I do not need to the output capabilities of an offset press just the ability to print a product with print quality indistinguishable from an offset press. Like 10 to 20 8.5 x 11 sheets. Also I would need to be able to print on a card stock.

Unless you were running them on a 4 color offset press at an even higher price. More expensive and complex does not automatically equal "better".
4 color offset printing still has its place though.

Probably a HP Indigo would be the best bet...

For 10-20 sheets? And on card stock? The Xante Illumina is the ideal candidate if that's all you ask for. The quality is like offset and they claim it can print on 24pt card board. The toner price may piss you off, though. It did me.
