How do you stop the ink from, the dampening form roller, transfering to the chrome roller and covering the water pan roller?
All the stripes are good according to the book, but after a few minutes, the pan roller is covered in ink and causes dampening issues.

Sounds like chemistry issue or glazed rollers

This is the built up on the damping unit issue
The causes of this issue are :
    Over-emulsification (for various reasons)
    Dampening solution
    Roller quality
    Dampening battery settings
Water sensitive ink the last time i find a problem on the chrome roller ,check for wear on the chrome roller, replace it with another group and try again

You must clean and desensitize the chrome roller if you have a good chrome roller cleaner use it every night.rub it in with sponge clean off in the morning with clean water

I would start with the chrome rollers. De-calcify and desensitize. It's also possible that need replacing if badly damaged.
If that doesn't resolve it (assuming the chrome rollers are in good shape) I would look into chemistry (start with simple pH and conductivity test) look into the mix ratio, ink-solution compatibility, etc
