ideal guillotine cutting out

hi anyone able to help,i have an ideal 5221 and lately when i press buttons to cut the blade comes down but stops when it contacts the paper,it cuts eventually but only after numerous trys

mine used to do that, i just flipped it onto change blade, then when the blade is down flip it back and it came back up, a pain i know, after a while it seemed to correct itself, so maybe its the switch on there
