Ideal 5560 Cutting issues - Need Help-

I have a Ideal 5560 -Triumph cutter with some weird symptoms. It will cut 24# paper at any height just fine but as soon as be load up some Index or cardstock first cut is fine and than a weird "stutering" cuts after that.

I tried looking for a troubleshooting or service manual to no avail so any help would be appreciated.

small cut is fine? right, not enough pressure

Yes that is what it seems like but cannot pin-point the culprit. Hoses look good , no leaks , Oil level good. Any suggestion?
