Hydraulic problems with old Chandler Price cutter

I have an old Chandler Price that the hydraulic pump went out of. It had been leaking and finally just quit working. I had a local company put new seals in the pump. When we hooked it back up it doesn't work properly. In order to get the blade to come down I push the on/off button and I lower the blade. Then I have to turn it off and on again to get the blade to come back up. Does anyone know what the problem could be? The hydraulic guy had absolutely no idea why that would happen. I wondered if the hoses could be backward?
