How would you insert a small booklet into an 12x18 folded cover sheet

Looking for a creative way to insert small booklet (8"x11") into:
a folded page that is 12"x18", cover stock & scored.
The final result is the 9"x12" folded page, with the booklet within.

Thinking of something on the lines of some of the newspaper inserters out there, but most have massive footprints.

Duplo makes an obscure machine DI-GS3100 that seems like it could be capable of this, but I was wondering if any more common or legacy type folder/collator equipment could be used here.
