please check circumferential register positions for all printing units, if i remembered there is mark for circumferential register on every printing unit to show its position.

if voltage of feedback potentiometer for circumferential register at printing unit #1 and #2 and #3 are too low, CPC1-02 will lock all register control in my opinion to stop operator to damage the all registers.
not only unit #4 register not working, from my view register for all printing unit not working.

post the voltage between black wire and red wire (ground) of feedback potentiometer and voltage between blue wire and red wire (ground) of feedback potentiometer for circumferential register for all printing units.

The machine is an old machine with mechanical bar on the cylinder plate

Motors and gearing located under the covers can be moved manually, but this would not be a long term fix, aside from being extremely inconvenient.

for new machines with electric control, it is not practical to disassemble the motors and control the register manually, what is your problem maybe we can solve it together
