Freeflow tabs

I've got some books that need printing with 5 bank tabs and 3 bank tabs inserted throughout. The main title section is marked with a 3 bank tab, and the inner sections being marked with the 5 bank tab.

Here's the rub- there are fewer than 5 sections within the 3 bank section that need tabs and the next 3 bank section needs to have the 5 bank tabs begin at the tab 1 again.

Is there a way to set that in freeflow so it will discharge those extra tabs other than inserting blank pages after the last printed 5 bank tab of the section to have it spit out blank ones into the book?
