Excess damp on plates at start up

Hello everyone, every time we start up we are experiencing excessive water on all units causing water splash on the sheets . The pre damp is turned off . When running the plates are fine no scumming or washing out . Just at start ups ? I’m beginning to think it’s a gear issue at initial contact of damper and metering roller flicking the fount on . KBA 106 Rapida
