Estudio 5516AC ghosting problem

So I'm a volunteer at a ministry where we help people with addiction get off the streets and get their lives back together. We have a Toshiba Estudio 5516AC printer copier and it keeps leaving Ghost trails on anything printed past the 0.5 margin. You can see pic link . Can anyone tell me how to remedy this? I have replaced the drum which seemed to have worked but after half a day it came right back. Thank you in advance for any help you can give me on this.

 

The image transfer belt (or roller) isn't cleaning itself properly. It could be the unit/belt itself, or the cleaning assembly that needs replacing.
After a while the transfer belt (or roller, not too familiar with that machine in particular) grow coarse, holding onto toner, and unable to accept the charge from the cleaner.
However, the cleaner is a more frequent replacement that the belt/roller. It's most certainly one of the two I would say.

Depending on the cleaner assembly, you either replace the whole thing, or you change a web (cloth roll) or a brush/roller of some kind.

UPDATE: so the machine should use a transfer belt - which you should be able to replace. The cleaner looks like it could be a Replace-the-entire unit type scenario. Start with whatever is cheapest.
