electric ideal 3610 guillotine problem

hi, im having trouble with the blade on my ideal 3610 just moving 5mm or so then making a click sound and stopping. it was working fine before. i understand this is an old machine and could do with a service but any help, suggestions or explanations welcome. ive included a video https://imgur.com/a/tz28HeE
