Direct mail marketing printing cost CHINA vs INDIA

I need a quick answer in the next hour or so, I hope that is not too much to ask for.
I am part of a direct marketing company which sends mail packets to insurance policyholders to increase their insurance premiums. The mail packet includes an Outer Envelope, Business reply envelope, letter, Authorization form and Policy Document. We send 2 drops of these to the customer, the second is a reminder.

I have attached to this post a print specification sheet which has prices that I got from a printer in India (currency is rupees). Can someone tell me if it is cheaper or more expensive to print the exact same spec and quantities in China? Are postal rates the same or more expensive in China? Even a rough +/- percentage estimate would do. Thanks.

Current as of 12/15/11:

1000 rupees are about equal to 115 yuan.

This means that the rupees are inflated or of less value than yuan (just use 1000r = 115y as your ratio).

Also 1000rupees = 18.15762USD; And 1000yuan = 156.14997USD

so just compare any example as follows:

if order from china is 250yuan and order for India is 1200rupees

then yuan = 39.03749USD total cost and rupees = 21.78914USD total cost

-probably India will be cheaper if your converting capitol.
