Case Making Horauf BDM20 (error 28)

My BDM20 having error 28, it cause the cover place on top is not able to grip down. I have checked and noticed this (photo) is not working, but I suspect is the PLC not giving signal/power to this device. Because I checked there is no signal receive to this device. Hope can get advice, thank you.
