Canon ipf8300s Error

I have a Canon imageprograf 8300s that has only printed a total of 15 square meters. A decade ago, it needed a new printhead from not being used for a while, and since it was out of ink, I didn't have a good enough reason to order all new ink cartridges and a printheads. So it has collected dust since then.

I recently tried to recommission it. I installed new print heads only to learn that the sub-tanks were filled with ancient ink that had become like glue and was preventing ink from flowing to the print heads. So I serviced them, cleaned them all out like new, made sure all ink tubes were cleaned and clear then installed brand-new ink cartridges.

I booted up without any print heads, which causes it to refill the ink lines (uses 40g of ink per color). The ink tubes are now fully filled with ink. But it did a nozzle check, failed, and tried another nozzle check and failed. I booted up in service mode and commanded test pattern one to be printed, which failed, giving me the error 03130031-2F48. It fails immediately.

The error seems related to the print heads, and I thought they might have been damaged when the ink wasn't flowing properly or from ancient ink that jammed up the works, so I bought and installed another set of print heads. But they, too, are failing the nozzle checks. I booted up in service mode and commanded a test pattern one to be printed, which failed, giving me the same error: 03130031-2F48.

Now, I am in close to a couple thousand dollars and have no idea what to try next. Any help would be greatly appreciated.

When I look at the "Nozzle Inf" of the Function menu of the Service Menu, It appears that all colors on both print heads are OK, except PC2 (I'm guessing that is the left print head?). Following is the readout for PC2:

PC2
AE: OK A0: OK
BE: NG B0: NG

I wish I could disable Photo Cyan for now (is that possible?). Anyhow, looking at the service manual, it states:

• AE:A-EVEN row, AO:A-ODD row, BE:B-EVEN row, BO:B-ODD row

Knowing 15 of the 16-color channels are good is very encouraging and narrows things down a great deal, but I'm not sure what this means.

Can anyone recommend what I should try next?

I located the Head Management Sensor, took it out and cleaned it. It had a dead spider and clumpy old ink so I was really hopeful cleaning would fix it! Alas, after cleaning and running a nozzle check, same exact problem with Photo Cyan 2 (PC2).
