drying problems

Have you ever spot varnished over a sheet that has been laminated? Any suggestions on a Matte/Dull vanish that will dry or adhere to the laminate? We are using a printable laminate but our varnish that we use will not dry. Press: SM-52 Stock: 12pt C1S Varnish: INX OSF Dull overprint Varnish
