Think toner is not original (refiled or compatibile). My sugestion: Original toner is cheaper than refilled or compatibile. (Health of printer, no time wasting, warranty in some cases)

Lithrone is made as 2,4,5,6 .. colors. Sprint is 1 or 2 color. Lithrone is better for carton printing, but i think, if you plain to buy 2 color machine in 50*70 cm (20*28 inch), best option is Roland 202 TOB. It runs board better than paper:).

Think this problem is in main engine, but not too big problem. I had this issue on Roland 202. There is a part we call here "tahogenerator". This part is controling speed og engine. Call some electrician, and I think will solve this problem easy.

I will advice to you to check perfector (if have on press). Think Shino is good press.
