Did you try to change oscillator step? Try to eliminate dampening problem by printing without water see if it improves.

Used to run one of these machines we had a large copper roller that sat between water meter and water form it oscillates and would help reduce banding on solids. Was called McKinley roller.

It sits astride water form and meter the handle on the roller itself drops on to water form

It is about a stroke of the roller, it is necessary to adjust the damping rollers correctly and to check the ink button on the plate, also check the ink button of the ink rollers on the plate
    Good luck

Its called Tandem and check your form rollers if they oscillate much try to close the ring to null movement -though ghosting might appear-
