lots of things it could be, fuses, damaged limit switch, a broken wire, broken stop button, or ??? make a list of what you have check and rechecked, so you can move on in the search. Had a machine that was dead, turned out to be unplugged at he control panel at the back of the press, three days to find it. track what you have done, it helps

Since the blue safety indicator light is flashing on unit #2, it's safe to assume the cause is a safety switch on that unit. Have you looked at the overshooting sheet fingers in the delivery, that the handle for manually turning press isn't engaged, and the flip down and lift up covers between units are actually disengaging the limit switches when closed?

If you did not get solution to the machine, I can remove you your cards and automate your machine. Simple solution and sustainable

sometimes when you install the plates, the plate hold down bracket will get sticky and not set in the normal position after you put the tail edge of your plate in clamp. try moving it up and down a few times... maybe that will fix you up? there is a safety on the hold down bracket ( in case your fingers get caught in there)
