Add a small drop of Cobalt drier 0.5% or paste drier to your ink, it's normal for uncoated papers to take longer in drying.

Have you tried a different brand of blanket maybe a quick release blanket or non-compressible blanket?
The thinner the sheet, the more accurate the double sheet detector has to be, I always tore 3 strips of the stock being used and fed them through...
Have you tried zeroing the sheet compensator on the ranger drum, that is the infeed drum?
Fuse on the compressor?
