Print it on a pearlescent face stock, lay down a blue PMS spot colour, reverse out other areas and lay down an opaque solid white base with your process colours over the solid white to achieve the luminescent result you are seeking in the blue areas only

also check out the solvent your using on your blankets, it might be to harsh and is softening them up causing extra tack, even if its a little harsh over time it will still have the same effect on the blanket surface

agreed, your rollers are out around, check your stripes and anything that's under half in the center than whats on the sides and its stuffed. if ones obviously worse than the others then adjust it off and try a print, you can usually get by with out it till you get it reground or swapped over

I agree, if its on the other side when you flip the web it has to be the paper, sounds like you got a dud batch. is it only doing it with that batch or on other stocks as well?

try a new batch of ink first it might just have to much tack and or try a different manufacturer brand, it might not be you at all! make sure your blankets are in good nick, because the edges of the blanket get compressed from the paper less, so they will always have more pressure out to the...
