I see there are two setting areas but cannot find anything in book about which setting is first and second. top setting is on top in slot in the roller guard. second is along sides with a lock screw. any help is appreciated.

I don't think so, please check after the diameter of the roller if the adjustment is not uniform. Thank God bless you.

    Dear old school,
Ink up your rollers with light color, your vibrator in OFF position, then look carefully at the vibrator roller (from above) and notice the (small) movement up and down, open one door immediately when your roller is in the down position (full contact with the distributor cylinder), inch the press and adjust the link strip 3-4 mm, use the 6mm Allen screw, turning clockwise increases the contact of the vibrator in both distributor cylinder and ink fountain roller, and vice versa.
Then use the crawl speed and switch your vibrator ON, wait until your vibrator roller is in full contact with the ink fountain roller, wait about 10 second, and press the button which moves the ink fountain roller, check the ink strip 3-4mm, turning the flat 13mm screw clockwise decreases the contact, and vice versa.
The 13mm screw for adjusting the ink vibrator towards the ink fountain roller, but if the ink strip has just a small differences I prefer to leave it.
In most cases you don't need to use the screw and the nut (13 mm), but if it's very necessary, don't turn it by more than one revolution, otherwise I prefer to call a mechanistic.
Note: both screws affects each other, so you may repeat the procedure more than one time.
    I hope everything is clear,
    Good luck.

I've never seen a vibrator roller that small - You are probably at the maximum adjustment.
