Printable.com provides SaaS and desktop oriented Web to Print and VDP company started in 2000. Printable is a heavyweight, they appear to be oriented to commercial printers and in-house printers of large corporations.

Minimum set-up fee is $15,000 and goes upward of $300,000. Monthly pricing is "typically" $1,000/month for hosting fees.

PDF's exported from those programs with the plug in keep the tagged information.
