If you are sent a PDF for printing that needs to be cut in to for bleed and the text etc. is too close to the edges is there any software or a way of extending the layout so the text is a safe distance away from the edge when it is cut into. please see example of a A5 sent to me for leaflets

    Hi Paul,
Enfocus PitStop can easily add missing bleed and to some extent detect if text is too close from trim, and in some case allow to move page content. Your only issue here is that as a full image, most of these detection/move mechanisms would not work.

If you are not familiar with PitStop, blue, cyan and red lines represent page boxes. The blue one is the the trim, you can see here bleed that was added.

Pitstop is a good suggestion by @Locia, but I'm assuming you don't have pitstop, or else you wouldn't be asking. If you have acrobat pro, you can use the object touch up tool to slightly stretch out the background objects. You need to expand your page size first if it's cropped to size. Additionally, if you have a Fiery controller with Impose, you can use that to define the amount of bleed you want and tell it to scale to bleed. A 1/16" or 1.6mm is usually sufficient.
