I have the opportunity to purchase a c6500 from a dealer at a reasonable price. They will put it on a PM. My question is this, it has 2mm clicks on the machine is this really high? the dealer says these machines when on a PM program will go for several more million and this high count should not be a concern.
    Thoughts?

The 6500 is a sturdy machine with a lot more metal than other printers which have done this meter count. Maintenance can be a bit more involved than more modular units, so it will all depend on the quality of service... if the techs who have been working on it are good and allowed by their budget to do a good job, I think it can easily print on. If this dealer has been doing the maintenance get current test prints run on the machine from your test files of what you'll actually be printing. The service for the last 2 million clicks and thus the print quality now will tell you a lot about how the next million or two will go.

I have used 3 C6500 printers, all with between 5 and 6 million impressions. Although I recently replaced one with a C6501, the other 2 still are quite serviceable and produce good quality print.

I've been running a 6500 for about 2-3 years now. It's been a fairly reliable machine, obviously all machines have problems here and there, but we have had no major issues. As was said above the key will be how well the machine has been maintained, if you go there and get some test prints take a look for any issues. Be sure to open up the machine and check everything on the inside. Though we have had a lot of parts replaced mostly smaller things like rollers and what not. But I would say with my experience with the machine I'd feel fairly comfortable getting the machine as long as it looks good and prints well when you take a look at it.

New or used? What options for feeding and finishing and RIP? ~$100,000 for a nice setup new and under contract. Or you can get the body only, used, no warranty, no options for ~$10,000.

I normally buy these from wholesalers and refurbish them I flash it with the latest firmware, and usually do both PMs, replace all drums and developers (unless they were just changed) - I'll usually sell the machine for around $20,000 US, depending with which finisher(s) or other accessories the machine will have. I would say that 15K-20K is a fair price as long as you are getting somekind of a warranty, if not, than 12K is the norm for a machine with up to 750K impressions.
