We have a couple of HP Indigo 7800 presses. We notice that when applying a UV coating to the solid areas of ink , that the coating comes off when applying the tape test. Anyone seeing this too??

This is a common characteristic of Indigo inks as the "carrier" is Imaging Oil. What you are trying to do, in theory, is print a UV coating on top of ink that has residual oil in/on it. Most finishing equipment these days come with a corona treater prior to UV coating to help burn off the residual oil and allow the UV coating to adhere better.

What brand of UV coating do you use? Try something different.
Also can try trick with adding some silicone to your coating. Pill off test looks better.
Also can try to increase temperature of blanket to evapurate more oil from solids
