what are the advantages and disadvantages of a 8-c cd coater press with short delivery should anilox be put in to upgrade coater system. looking at a used press

A longer delivery helps the coating dry fully or if not coating, helping the ink set before settling in the pile, thus stopping any potential sticking issues. A short delivery sometimes does not allow the coating to dry fully which can lead to the pile sticking or other coating issues especially at higher speeds.
Anilox is good for a more even coating but you would have to change the coating roller if you need more or less (gloss for instance), where as on the 2 roller system just a pan roller speed change would be necessary.
