Heidelberg Saphira - Toyo? HKS? (Color Matching System?)

Hey y'all! I'm hoping you can help me get to the bottom of a question plaguing my team.

We're working with a printer in Thailand who doesn't seem to be using PMS colors. His colors consistently appear "off" compared to the Pantone colors we are assigning.

After some investigation, it appears that he is printing on a Heidelberg using Saphira ink.

I'm trying to figure out if that means he is using a different Color Matching System, like Toyo or HKS? Does anyone know offhand what system Heidelberg/Saphira uses?

Heidelberg Saphira offers a set of 13 basic pantone colors, Check with your printer if they are using the basic pantone inks from saphira or something else.
