As already noted you need to make sure everything is zero and I usually will use feeler guages stacked up to 4mm as a starting point. Make sure the 4mm feeler fits tightly between the pin on the plate clamp and the plate cylinder. I will use a small screwdriver and wedge it between a screw to force the clamp up against the feeler to hold it tightly while I tighten the bolts. Once you have both sides set to 4mm test and you will be able to quickly see which side needs to move up or down. I will then move in .10 steps until I get it spot on. It also is best to use a tight grid when doing this.

    Dear jmt,
In the photos, assume the blue color is printed in a good unit. The black color is printed in the bad unit (3rd unit in your case).
If you have case 1, you must check your diagonal motor.
In case 2, you have to adjust your plate clamping, as described by Mr.exheidmech earlier.
    Hope this will help.

Put the diagonal register Zero, at your 3rd unit, then move the motor out, and check the pinhole 6mm to the side frame OS, if its not aligned move the spindle manually until the 6mm holes are met.
Now insert the motor without moving it.
    Good luck.

In some machines you can find the motor attached to a bearing disc next to the plate cylinder OS.
Set the diagonal register to Zero.
Move the motor or the motor gear.
Check the distance between the bearing edge to the pin to 4mm, adjust by turning the other gear until you get 4mm.
Insert the motor without turning the gears.
Now you are at Zero position.
    Sorry for bad drawing.
    Good luck.
