Default Western Sulphite - paper mill or converter?

Two decades ago we used a bunch of envelopes from Western Sulphite. They also had some recycled that was interesting. I haven't used them since but happened to see a box the other day that reminded me, but can't find them on the net. Are they still in business? Was western sulphite only an envelop converter, or were/are they a paper mill to?
